I don't think I have seen these 4 screw steel rings used before, The scope and mount both look to have the same matte rust blue type finish, Possibly custom made rings? Anyone know who made rings like this?

Not yet, but

I have a G&H mount with rings like that, but they are 1", not 22 mm. Making a set of rings like that, with the windage adjustment rear ring, would be a real task, which leads me to believe that they are original.
I recently came into possession of a 1916 Newton rifle which was the basis of a custom built G&H. It has a Lyman Alaskan 22mm scope in a single lever side mount with windage adjustment, but the rings have only one screw to a side.
