Since the mark is also on the lug support, it is probably a Meriden finisher or inspector mark, and not that of the tube maker. The marks of Lucient Clement, Heuse-Riga Fils, and Henri Pieper have been found on Meriden Fire Arms damascus barrels. Looky here.
