how do you get that smooth shine on a silvers pad? I'm baffled!

According to the Galazan website: 1. Buff it with Vaseline. 2. Then coat it with varnish, tru-oil and shellac and let it dry.

Straight uncut Tru-Oil works just fine on S.W. Silver pads if you want them shiny & slick. The pads will oxidize & get slick on their own in a year or so but w/ a more subtle shine.

I like Hawkins pads, A black on my Remington 32TC and a red one for my 1894FE.
I have waxed then buffed Tre-Wax, for a nice low shine. Probably I'll use Renaissance Wax also.
