In the past years an INDIVIDUAL was legally able to purchase a LONG GUN from another INDIVIDUAL if the two individuals lived in CONTIGUOUS states of The United States of America. I was recently told that this rule no longer exist. I attempted to find this information online but it got way way way to confusing for me. All of the websites keep referring back to FFL dealers. I need to know about non-FFL-dealers that live in contiguous states. Can I still legally purchase a RIFLE from an individual that lives in the state next to my home state WITHOUT going through a FFL ??? Thank You, Jent---jentpmitchell@msn.com

Jent, the Federal law for a private long gun transfer requires BOTH individuals to be residents of the same state. There are exceptions for such as a bequest. Silvers

A contiguous state to Virginia would be any state except Hawaii and possible Alaska.

unlicenesed indviduals can not do interstate transactions without a FFL on the receiving end.You can however buy from a dealer in another state in some instances(state by state differs) by filling out the 4473and going through the NCIS check.

As far as federal law is concerned, you can buy a long gun from a dealer in a state in which you do not reside and, assuming you pass the NCIS check, take the gun home with you. Some states may have laws restricting this, however--as either a buyer or a seller.

This site does a good job explaining it.As an unlicensed indvidule,in person you may purchase a long gun in any state (there are some restrictions when you reside in a sate like NJ for instance).You must of course fill out the 4473,and go through the NCIS check. http://chris.cc/interstate.htmJent you can go to that state and meet him at a FFL and do the transfer there or you can have him ship the gun to a FFL near you and do the transfer in your state.he does not need a FFL to ship the gun to your FFL.

i just purchased a shotgun over the internet from Washington state and had it shipped direct to my home in Wisconsin....of course the shotgun was made pre 1899....

Jent, most of what we buy would fall under the C&R catagory,perhaps that might be the way to go.I ma happy I have mine,I do have to "wander" a bit with black rifles and my Kimber but for the most part the C&R fills all my needs.

To clarify the last part of Larry Browns response the dealer is required to comply with Federal laws I.e Nics or local equivalent then Laws of both states(and local) ie sellers and buyers.Thus here in Wisconsin I sell long guns,after Nics advises proceed, Wis resident can take it home, Illinois resident can take it home after 24 hours have elapsed, CA residents must wait 10 days etc,etc.
