Right on, John! And once again, the logic is there, in my eyes. For a repair, there has been no transfer(of ownership) The real ATF laws really do make sense. Many of the made-up "rules" do not.

I sold several long guns via consignment at the largest remaining chain gun/sporting goods store in southern California. I was informed that should the firearms not sale I would have to pay for them to be transferred back to me and go back through the ten day waiting period California has. Do other states have similar laws regarding consignments?

Nope. A returned gun has to go through the transfer process in NC but no 10 day waiting period. That item, I think, is unique to CALIFORNIA.
