Gunman - the marks are on the barrel flats, not the action flats.
eightbore - thanks for the lead on the shells. Will call them order a mixed flat tomorrow..

SnakeLover, I know the marks you described were on the barrel flats but there will also be a proof stamp on the action as well.It was these I was refering if it has 2 diferent stamps then the gun will have been reproofed or rebarrled.

It might be made by Army & Navy as they made some boxlock guns for C & H

Arrieta, Army & Navy never made guns they only retailed them with their name on and most they sold were made by Webley & Scott. Snakeman, are there any little marks such as initials on the barrels or small trade marks? Might give a clue if C & H had it made for them. They should be able to tell you anyway. Lagopus.....

Thanks to you all for you help. After gunman's post, I broke it down and went over it all again. In general, nothing stands out to my untrained eye.
The action flat contains one mark - the crown over the BV which matched the barrel flat; no other marks are on the action flat.
On the barrel flats, only thing I didn't describe on the original post was that the word CHOKE is listed on the left side.
The only other mark that seems not to match the scroll work on the sides is on the top of the strap between the barrels. Less than 2 inches from the action end are parrallel lines. In total, this is less than one half inch in length and less than third in in width. Between the lines, appears several linked circles are present. I've added a photo of this in the link provided that hopefully aids in my description.

Does anyone know if the following is the best contact for Cogswell to obtain research as to gun origin/certification?

Well,after almost a year of searching, I found out a bit more about the gun thru a NRA\Cogswell contact. It was ordered from the New Bond Street store and was completed on the 14th of August, 1923.
With this new info, I'm going back to C&H to see if they can produce certificate of origin with original gun info.
It has done well with the 9 shot 2.5" shells from rstshells.com.
