The Rifle In Question;
It looks like a Manhattan Gun & Repair Shop rifle to me. See page 124 in the book about custom sporters.

nothing unusual here. it was probably put together in the 1950s by ferlach trained craftsman.

I was told that Manhattan Gun was run by two Germans that worked for Stoeger but have not done any followup.
