They would not ship the gun until they removed the ivory. Somebody is ending up with a nice free ivory collection, but if it saves even one elephant and cuts off the major source of funding for Boko Haram then I'm all for it. Of course, given the nature of most African governments, most of the money would probably end up in the pockets of their national leaders.
