Ed, it was not re-barrelled by Charles Lancaster.
“Shot and Regulated by…” in the English gun trade means “made for us by another, we have shot it to make sure that it works (and perhaps adjusted the regulation and or patterning)”.
The London proof marks possibly indicating that Lancaster submitted it for Proof.

Holland sold MANY Webley doubles in past years so marked. I have had several folks over the years , including the Trust Departments of two banks, ask me to "value" "Holland & Holland" guns that bore such markings. All were disappointed at my information.... One was quite angry and went so far as to accuse me of "lowballing" my numbers in an attempt to defraud a poor widow. One banker threw down a copy of the old Gun List and showed his superiors the prices for Hollands that Don Schrum and Bill Jaqua had advertised, advising them that I was not as qualified as others thought. Oh Well.

Ed, it was a common practice and well understood.
If it was a rifle it would be marked “Shot and sighted by”.
Sometimes guns made by another firm but branded by the retailer would be marked “Specially made for ..”
