Most any electronics store, some welding supply stores, HomeDepot, Lowes, most hardware stores. Ask for "rosin flux".

You will not be able to 'tin' bare steel with rosin flux. You must tin the metal with acid flux first, clean the acid residue before closing up an assembly, then use the rosin flux to join pre-tinned surfaces.
