The frame as describe above is "not readily restorable to firing condition" as described if the back end is blown off. I'm having to use the machine gun receiver description here. Receivers used to be torch cut into 3 pieces and that met BATF criteria at one time ,their criteria being based upon the fact that siginificient metal was removed, the remainder was warped and the heat treat was now gone. I think that now most of the receiver has to be scrapped.
I've never heard the 8 hours in a machine shop cited above before but I bet most shops could make a reciever from scratch in that time.
I guess If someone wanted to err on the side of extreme caution here they could just pitch the receiver, which is now junk anyway, and ship the rest of the parts. However I still think this would be considered a destroyed receiver in it's current condition.
