Thanks again for the opinions guys. I expected they would vary with individual experiences, and that's what we got. A little "here's the law" and some "this is the way it really happens".

I have a C&R license, but don't know about the other end. I asked, but was told we didn't need one ... and that's the reason for the question. I got no idea how the rear end blew off and glad I was not around. The interest has moved beyond just my transaction, so I will call the ATF and see what they say. I will try to post a pic of the damage.
