I don't think there's ANY disagreement after seeing the topic starters pic. However here in Arizona, the owner as an individual, could sell it to any other State resident who doesn't have a criminal record with no paperwork requirement whatsoever.
Individuals set up at gun shows and do this all the time. They put a sign on their table saying "Private Party" or something to that effect. This is what John McCain is referring to when he talks about the "Gunshow Loophole"
