I shoot 41 grains of black Goex 3f, 3/4 oz load, in 2 1/2" case for my Army/Navy hammer 28. This should be close to the 1 1/2 dram load. Works fine on quail.

Hal, I assume you got your cases from my friend Dave M. in MI. I would load a normal recommended 28 gauge 1200 fps target load from the manual of the powder company whose powder you are using. I would change the 3/4 ounce shot load to 5/8 ounces, reduce the powder charge by a grain and use whatever minor filler material neccesary to create a tight load. Using the RST short empties, you shouldn't need any filler. I have used Unique for 28 gauge for about 40 years and that's what I would recommend that you use in your situation if you had some. If I weren't using them in high volume, I would just order some RST shells and not worry about reloading.

All the 2 1/2" 28ga factory loads listed in the 1940 Shooter's Bible--and there are not very many of them--remain at the standard Researcher mentioned previously: 1 3/4 DE, 5/8 oz.
