I dunno. It looks like a T. Woodward underlever/cocking system married with a Scott action (I do not see any cocking hooks on the front of the action). The back action locks look like Scotts...all the pins are in the right places, but on the action itself, its missing the screw directly behind the breech balls that back action Scotts all seem to have....also missing the crystal cocking indicators most Scotts with that shape of lock would have. I would say its either German or Austrian.. am I close??

It does not look, to me, as a gun finished in England, Belgium, Italy, Germany or Austria.
I think it is an English barreled action that was finished in Russia, but not Moscow.
But as Russ would have said----LOL

Agree that this engraving style doesn't appear to be continental at all. I'll be interested in what Geno tells us.

Well, you've been very close
These guns made by Imperial TOZ (factory) since aprx.1900 till 1916-17. Model Ivashentsev, name after his inventor engineer Ivashentsev.
Gauges 20 and 28 for heavy loads, it was heavy gun. All parts made from stretch, steel is Russian Marten steel.

yep, rosyjski "mlotek". while not a svelte piece like something from konstanty maslovs shop it's not bad at all.
ivan makes durable quality stuff. matter of fact i would not mind owning mc 140 in 12-12/9,3x57,....../7,62x54 or even ...../9,3x74. all i can find locally is that kraut stuff.
