This is probably close enough - it's a discussion of proof testing.

In England, these tests are obligatory, they are done in London since 1802 and Birmingham since 1813. Bristol, although a center of manufacture does not have bench tests. In Belgium, a bench tests was also installed in 1810. America does not have obligatory testing. France has marks d' special tests in Paris and Saint-Etienne; instituted in 1717, was regulated in 1782.

In England, proof is obligatory, having been done in London since 1802 and Birmingham since 1813. Bristol, although it is a manufacturing center, does not have a proofhouse; in Belgium, a proofhouse was established in 1810. In America, proof is not obligatory, and it is the same in France, where there are however several special proofmarks in Paris and St. Etienne. (These?) latter, begun in 1717, became part of the regulations in 1782.

Hi Drew,
I cannot get into that book on the page you link. There are a few errors in your text, probably caused by the scan-to-text program – Larry B also noticed this yesterday. I think môme should be même.
Here is your translation,
God speed on your trip,
Best
K.
In England these proofs are obligatory; they have been carried out at London since 1802 and at Birmingham since 1813. Bristol, although a centre of manufacture does not have a proof house; in Belgium, a proof house was launched in 1810. In America there are no mandatory proof tests. It is the same in France where, however, there are proof marks particular to Paris and Saint-Etienne; these latter, established in 1717, were regulated in 1782.

Looks like we had 3 translators posting almost simultaneously!

Drew, you'll note that Kerryman and I both picked up "banque d'epreuves" as "proofhouse".

My knowledge of the British gun trade does not go back to the early 19th century, but I was unaware that there was much gunmaking going on in Bristol at that time. Must've pretty much died out by the end of the century.
