I don't think the proposed work is feasible. Double rifle barrels normally are very thin, so removing enough metal to insert a liner is going to be a big issue. Assuming it can be done, the cost of such a procedure would be high. What is the value of the end result? If the rifle is ragged out now you aren't going to end up with much.
What is the make, vintage, and caliber? There is no such thing as a "generic double rifle." They are all individuals.
