Bottom line is yes, I do it quite often. I’ll get an old Winchester barrel in, the bore is a sewer pipe, but the outside is decent, I’ll have it rebored to a larger caliber. Polish off the old caliber marking , stamp the new on in its place, and do a touch up rust blue.
I like Mark Lee’s Express blue, I’ll use it like a slow rust blue, heat the part up a little, swab it on, let it sit for as day or so, then boil & card, any little touch ups ..use like you would an express blue.
