If the object is to load low pressure loads you might want to consider using a case like the Federal Gold Medal which does not have tapered walls and typically has pressures which are considerably less for the same powder and shot load. I have used them for years and get very good results at low pressures even with some of the faster, clean burning powders like 700X.
