You can do all the barrels you want, as long as they are not attached to the receiver and the receiver is not in your possession.

To answer Doubletrubble, The part of the firearm that has the serial number is considered the fiirearm, and the law says you need an FFL, Just polishing and bluing barrels, or refinishing a stock does not. Just the action. There is another practice that is rather prevelent, say a stockmaker who says he is "working off so and so's FFL" This may work for him, and I sure don't care, but I doubt it has ever been tested by BATF. But we all know a lot of part time gunsmiths that are working without an FFL, and I am sure there are full time smiths there too. I am always reminded of the statement "I am from the government and I am here to help you"

If indeed you are going to "restore/repair antique shotguns" and those shotguns meet the classification of "Antique" under the FFL regulations, they are not classified as Firearms, and hence you to not need a FFL. You have to make sure that you do not wade outside of the FFL Antiques and restore/repair FFL classified "Firearms".
