There may have been issues with the standard load of black vs. semi-smokeless but the problem arose when the amount of Schultz powder was tripled for the 1st proof and the proof data, not load data, was stamped in the same location as the load data which would have been numbers like 6,6(from 2,2 grams of service) over say 70 grams(twice the standard load & I realize that 28,3 time 2 isn't 70 but that's the one I've seen in print). The someone assumed it was the load data.
