Oak leaf motif was not so typical for that era for Russia yet, it was later and it came from German culture. But if we will look at first pic the hunter is 100% Russian and dog nearby looks like Russian hound dog. Dog to the right definitely is laika dog or wolf.
The man with gun dog at stock heel looks like famous writer Turgenev

Johann Norman's origin was Germany and as many other gun experts probably he was invited from abroad to Russia and to Tula to establish high standards in Russian gunmaking according to the highest injunction of Czar. Most of these experts became Russified later.
