...the H&H Climax was made in 1888, I think, anyway I had a note from an expert for US Customs showing the gun was made before 1898 and they accepted the fact that it was an antoque under US law. Were Webley and Scott producing guns that early?

Webley dates back to 1834. Became Webley & Son some time later, wasn't Webley & Scott until 1897.
Cogswell set up in 1777, became Cogswell & Harrison in 1874. They bill themselves now as the oldest London gunmaker, but there have been many permutations in those 230 years, and little continuity.
