Looks like a common buttplate found on many European production and Guild guns.

Buffalo horn was a common material for carved trigger guards and butt plates on pre WWII European shotguns. I looks like the mice may have gotten to this butt plate which is quite common on horn butt plates. But, with the obviously molded recess and 16 on the back side of the butt plate I am sure that it is some form of hard rubber or early plastic material.
