He was certainly capable of it: at one time he wrote a gunsmithing column for Precision Shooting. I believe he was active from the second world war until the 1980's. Is the 354 spaced in such a way that it could be a date, or does it look like a job number?

He had a collection of California made rifles that was very impressive, and was a "slug gun" shooter as well as a gunsmith. I agree that this might be his work; he was capable of such!
