A non licensed person my not ship a firearm out of state to a non licensee. The receiver is the part that is considered the firearm.

There is no restrictions that a licensee can not accept a firearms from a non-licensee from another state. The dealer sets his own rules on this.

Just like when I send a gun to another dealer, most all want a copy of my ffl. Its not required by law, but thy want it anyway. Only the shipper needs to have a copy prior to sending.

As far as Don saying about sending it in separate prices to an out of state resident, thats against federal law.
