I can find nothing on Lockyer except this US patent:

I am going to guess this is the same Lockyer based on his residence in Darlington. Darlington was the home of the Golcher family. There were iron mines, smelting and gun makers in that small community.

I checked the British Small Arms Patents series - nothing.

I did a search on espacenet and found these two British patents:

In the descriptions he describes himself as a "Locomotive Engineer".

On a side note, the 1896 patent hit on espacenet is a good thing. Perhaps some one is updating their database.
