You can't go wrong in either Argentina or Uruguay. There are many good outfitters. Start with TREK Safaris--they do a great job and offer many options in both countries. Plus--their prices generally include airfare from Miami, hunting licenses($65 a day) and 2 gun permits. I'm taking my 5th trip this summer--my second to Uruguay. All trips have been for multiple species--doves--ducks--perdiz and pigeons. It's too far to go to shoot doves for 3 days. Stay longer and give the other birds a try. We have also had very good Golden Dorado fishing.
i took a 16 ga. to Uruguay and with advance notice shells were not a problem. However--not all places have or offer 16ga. 12/20/28 are the norm. Rental guns are now $65-75 a day.
