I think sleeving is the way to go. Serial numbers stay on the flats and all. Yes I know it is an illegal item. I told him I don't even want to be around it until he has the barrels done.

That gun could be owned, but it it would have to be registered and require a tax stamp. Too much hassle for most people to go through. But under all otehr cases, yes it is illegal and it is even illegal to have the barrels in the same house as the receiver that they fit.
