Pressure does not necessarily relate to either velocity or shot charge. But it's never safe to assume anything about factory loads from the big American ammo makers other than that they are within SAAMI specs. Even pressure testing won't give you a rock solid answer, except within the same lot of shells. Next time around, they may change powder. As noted above, the manufacturers load to a specific target velocity, the only pressure concern being the SAAMI specs.
