Just make sure it's clean. The stippling can hold on to dirt, dried oil, old finish, etc tightly even through normal cleaning processes.

Once clean, just rust blue as usual. A stippled or matted surface will blue very nicely.
The color comes up quicker than a smooth area because of the textured surface but put the same number of coats on you'd usually use for wearability.
