If you want to use non-brass hulls, there are plenty of 2 1/2 inch plastic hulls available. Ballistic Products and Precision Reloading (among others) carry them at prices competitive with 2 3/4 plastic.

Or you can cut down the 2 3/4 hulls. (Though, of course, plastic and black powder don't get along well together.)

To be sure, I've heard nothing but praise for Rocky Mountain's cartridges.
