A person without a licence may ship a long gun to a FFL holder for repair.
A person without a licence may also ship a long gun state to state to themself.
A person without a licence may also ship a long gun to a FFL holder for sale (transfer of ownership).

If in doubt read the National Firearms Act, BATF regulations, and US Postal regulations.

For shipping handguns I ship via a licenced dealer just to be safe!
