I doubt Kell engraved that gun. It looks like the unique work of Joe Brown. My opinion of the gun is that its a spectacular piece of gun making, everything about the gun is top notch. Price is probably a little high, but not crazy, with all things considered.
It probably belongs in a museum, there aren't too many extra special quality Scotts out there.

And remember, Scott finished ALOT of Damascus barrels in black & white, especially guns made for the American market. Matter of fact, I've seen and have had in my hands a few Excellentias and Premiers that were very high original condition with black & white finished Damascus barrels.
