John Harper was active for most of the twentieth century in Birmingham. He did a lot of work for Frederick Beesley and Robert Churchill. I believe I'm right in thinking he was predominantly a barrel man though he appears to have turned his hand to most things, as Justin says. There is a picture of him in one of Boothroyd's books and it is he who is alleged to have cut off Churchill's barrels to 25"!
