Apparently, it's collector quality and has provenance. BE's in themselves are not common so I wouldn't be surprised to see it sell for as much as a CE grade in comparable condition.
Since it's a collector's item as opposed to a commodity item ( you can't readily compare it to another example across town) only a high profile auction would set the market value.
OTOH, if you're shopping smart in order to recover most of your outlay or make a profit on resale, I'd say $3-4K-ish wouldn't be unreasonable....provide it really has no issues.
Just one man's opinion; a man with virtually zero experience in the collector market.

Is it me or does that stock seem a bit flashy for a B-grade Fox? Possible restock?

The pad appears, from the photo, to be squashed from sitting upright for many years. That tells me that the wood is either original or it was restocked a long, long time ago. Lighting may be contributing to the "flashy" appearance, too.
This next comment is ONLY a personal opinion, but that type of grain pattern seen on the left side is not appealing to me at all. It reminds me of the laminated stocks built today for rifles. I call it plywood grain. That said, I would be very pleased to own such a nice Fox, it is, all things considered, indeed a beauty.

The fellow that owns the gun is now an elderly gent. The gun belonged to his father. He says everything on it is original and unaltered.

To my eyes that looks like right as rain second generation B-Grade wood, and an original leather-faced Silvers, or Silvers type, pad. If the barrels are right and everything mechanical is fine that is easily a $3500 gun.
If you have the serial number, you can get a letter on it from the Savage historian, John Callahan --

The fee is $40, send John a check and the serial number.
Or, if you are a dues paying member of the A.H. Fox Collectors Association, Inc., $30 per year, you get one free card look up (graded guns only, we don't have Sterlingworth cards) per year and additional look ups are $25. Make your request on the members forum and a jpeg of the card is usually emailed within 24 hours.
