"Laws" and "shotgun patterns" really don't belong together, given how variable patterns from the same gun and load can be. From the perspective of taking birds in the field, not looking at holes on a 2D piece of paper, can it be said as a matter of field experience that a 7/8 oz load from 20 ga will not take birds as "efficiently" as the same load from a 12 ga.?
