Just a guess but I am thinking its a homemade de-capping rig. After putting in 25 fired hulls the primers can be punched out with a hammer & punch. It would not have been for high volume shooting but for someone reloading a few shells on a budget.
"IF" the holes in the lower block will clear a primer the size of an LP primer, but not a battery cup primer, then it may have been built for brass huls using LP primers or even older paper shells which used the same size ones.
