These blocks were also commercially produced by various manufacturers to facilitate the different stages of shotshell loading, specifically, decapping, charging, wad seating and shot. Hopefully, the over-shot card would keep everything in place while removing the hull from the block prior to crimping. Crimping would then be performed with one of the many rollers available.
