It is a balance for an exhibitor between the inconvenience of trucking stuff from one hotel to another for the show versus staying in a substandard facility.
If I were not an exhibitor there is no way I would stay at the Riviera.
I don't know how the whole thing works, but I am sure that in some way the number of rooms filled by the show is reflected in what the facility costs Wally.
I would just hope that enough people complain that Wally decides to move upscale just a bit.
