You have to open the box, inspect the paperwork, try to get in touch with the buyer, and you must log in the gun in your records. You have to insure its safety, hope there is no problem with handling, repackage and ship the thing back, if possible. Then add in the average cost for the ones that go REALLY bad like buyers who never show up, or are denied, or shippers who cannot be found.
Government paperwork must be done correctly or you are out of business.
