To the OP, perhaps a few calls to FFL in the area would yield a "professional courtesy" reduced/free transfer as your nephew is in the service on active duty. This was not uncommom when I worked for a 01 FFL.
As to returning a gun to the seller,
Although I have, thank fully, never had a firearm returned that I have sold, and I have a 03 FFL which covers most everything I am interested/collect.
If you looks at
18 U.S.C. 922(a)(2)(A) "any other lawful purpose" I suspect as long as a transfer has not taken place it "could" be argued that the firearm can be returned-as done with a repair.Of course once a transfer as taken place (ex;gun returned during the 3 day review period after removed/transfered)4473 and NICS check completed, then it must go to a FFL if interstate

State licensee, or must I have a licensee in
my State ship it to him? May the licensee return the firearm to me, even if the shipment is across
State lines?
Any person may ship firearms directly to a licensee in any State, with no requirement for another
licensee to ship the firearm. However, handguns are not mailable through the United States Postal
Service and must be shipped via common or contract carrier.(18 U.S.C. 1715).
Firearms shipped to FFLs for repair or any other
lawful purpose may be returned to the person from whom received
without transferring the firearm through an FFL in the recipients State of residence. FFLs may also
return a replacement firearm of the same kind and type to the person from whom received. 1
