Here is an easy check, buy a box of Remington Premier Target ammo or Winchester AA Featherlite or RST ammo and see if you still
have the issue.

If not, it is an ammo issue

p.s, you never mentioned gauge or chamber length, what are they?
My Flues 20 gauge has short chambers
