Dry cork sands very well. Take a cheap cork screw and cut it off the handle and chuck it up in a drill, small lathe or drill press and run the cork onto it and hold a sanding block against it and sand to size.
While your at it you can knock out a bunch of bass popper bodies.
I would use straight wall(Rio, Fed. Gold Medal, Cheddite) hulls for loading fiber/cork wads. I would use a nitro card. I did know a professional hunter in Taiwan that would load his shells by pouring in the powder, ramming a large wad of crumpled news paper and then adding the shot and crimping. He killed a lot of game for the market.
