The alternative of dealing with "mental cases" doesn't seem quite so daunting when you look at the actual operation of gun confiscation. I think he was just pointing out how bad gun confiscation would actually be in terms of a reality rather than a panacia. The follow on should be "What is required to identify and sequester those that pose a threat to society?"
