As you may know I have been doing this for 40 years. I have had through those years many inspections by the ATF. All of the inspectors that I have had have always come from non firearms background. Most are not fully familiar with guns. When you have a gun in question that is considered an antique, you must be able to prove to the inspector that it is in fact an antique, and of course that must satisfy them. I am happy to accept collectors license, but many dealers will not as they do not want any ATF issues.
