No argument here Steve-we agree,if you can't prove it,it should go in the book-better safe then sorry,same as C&R,if you can't prove it it has to go to an 01 (or 4473-NICS).

As far as "by appointment only" gunsmiths usually have no problem with the IOI's that I have talked with,01's dealers the rule-478.11 is clear,there must be regular business hrs open to the public (so they can do the inspections).A 01 FFL dealer doing business only mail order(and gun shows) generally does not get approved.
