The Savage Model 28 evolved from the Savage Model 21, which was a shameless clone (at least visually) of the fabulously successful Winchester Model 12. Internally, I'm sure any resemblance ends. From what I can see from the few pictures extant, even the takedown looks pretty Rube Goldberg.
