As far as the rules go they don't for an 03,it does of course make it much easier to book the gun in or out(just name and FFL number).
There is a good read by the NSSF about how long you have to retain a copy of the FFL,surprisingly you don't have to retain them at all !

I send mine along with the gun,most of the ones sent to me come through email and I do make a copy and keep it with my bound book.

BTW, a number of local 01 FFL's here do transfers for free (customers who buy from them) and 10-20 is the normal charge for those that do-I suspect because there are so many FFL's.
