Speaking of Class III the F Troop has created thousands of Felony violations by the mistakenly approving Destructive Devices defined by Federal Statute, to be sold as shotguns for decades, and now trying to figure out how to fix their giant glaring mistake, possibly by redefining their version of the term "Sporting Use".

In a large scale civilian unrest event, a Tax Stamp will be a moot point, in my opinion.
